Supply and Delivery of Vehicles: 12 Pick-Up and 2 SUV Off-Road

1. The Royal Government of Cambodia has received funds from the Agence Française de Développement (AFD) towards the cost of the Svay Chek Project (basin restoration and management — Nature-based Solutions infrastructure development), under AFD Loan Agreement n° CKH1258 02 U dated 18 December 2024, and FFEM. Part of these funds will be applied to eligible payments under Contract SVAY CHEK-G-VH-01.
2. The Ministry of Water Resources and Meteorology (MoWRAM) now invites sealed bids from eligible and qualified bidders for the supply of vehicles ("the Goods"), divided into two lots:

• Lot 1: Supply and delivery of twelve (12) units pick-up
• Lot 2: Supply and delivery of two (2) units SUV off-road

Bidders may bid for Lot 1 or Lot 2. Evaluation and contract award will be on a lot-wise basis.

1. Procurement will be conducted through National Competitive Bidding (NCB) procedures under the RGC's Standard Operating Procedures for Externally Financed Projects, the laws governing public procurement in Cambodia, and the AFD Financing Agreement and Procurement Regulations.
2. The invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.
3. Interested bidders may obtain further information and inspect the Bidding Documents at the PMU-Svay Chek address below, Monday to Friday, 08:30–11:00 and 14:00–17:00.
4. Qualification requirements (ITB Clause 14) include legal status in an eligible source country; manufacturer's authorization where the bidder is not the manufacturer; at least two similar contracts completed in 2023–2025 of not less than USD 230,000 (Lot 1) / USD 65,000 (Lot 2); cumulative contracts of at least USD 912,000 (Lot 1) / USD 260,000 (Lot 2) in 2024–2025; manufacturer experience of at least 3 years; and liquid assets or credit of at least 50% of the bid price. Sub-contractors' qualifications are not counted.
5. A complete set of Bidding Documents in English may be purchased on written application, upon payment of a non-refundable fee of US$ 50 (cash), collected in person.
6. Bids must be delivered to the address below on or before 3:00 p.m. on 25th August 2026. Electronic bidding is not permitted. Late bids will be rejected. Bids will be opened in the presence of bidders' representatives, project beneficiaries, and the public who choose to attend.
7. All bids must be accompanied by a Bid Securing Declaration as specified in the Instructions to Bidders.
